Minimum Bar

Primary page, related pages, citations, meaningful links, entity backlinks when evidence changed, generated artifacts when routes/packs changed, build-index, qmd, and log.

Failure Mode

A one-file wiki edit is acceptable only when the source is genuinely narrow and has no graph, routing, generated, or entity implications.

Closeout
